Circumspect Holdings Limited; founded and registered in the Cayman Islands in November of 2023 is owned and operated by Mr. Joseph L. Watler Jr., who is the founder and owner of HALO Legal Solutions. Mr. Joseph Watler Jr. is a multi-generational Caymanian businessman and multi-disciplinary professional from George Town, Grand Cayman, Cayman Islands.

Mr. Watler holds a Bachelor’s of Science and Business Administration degree in Alternative & Renewable Energy Management from Everglades University of Boca Raton Florida, and, a Masters of Science Graduate degree in Law & Policy - US Jurisprudence & Cybercrimes Law; from Nova Southeastern University’s Shepard Broad College of Law, Fort Lauderdale, Florida USA.

With many years experience and professional qualifications in a variety of disciplines, industries and sectors ranging from Business Administration and Management, Energy Management and Science, Environmental Management and Sciences, Industrial and Organizational Management, Legal Administration and Sciences, Occupational Health and Safety, Regulatory Compliance and Governance and Sustainability and Technology; Mr. Joseph Watler Jr., consolidated all his academia and industry expertise into one company which can provide local businesses and companies with Business & Corporate Administrative Management Services, Corporate & Legal Office Services and Holding Company Services.

Circumspect Holdings Limited is not in the business of Companies Management and is not a Corporate Services Provider and therefore currently can not extend these types of services. Circumspect Holdings Limited provides group opportunities as a Parent Holding company holding shares and in some cases will provide venture funding and investment for local Caymanian and non-Caymanian start-ups. Circumspect Holdings company structure is able to offer required Caymanian majority shareholdership for foreign persons, groups or entities which are looking for a Caymanian partner, director or majority shareholder to meet the legal requirements for starting a company that will be doing business within the Islands.

Cayman Islands Companies Law requirs non-Caymanians and foreign persons wishing to do business within the Islands incorporate a Limited Company or Limited Partnership with a Caymanian or Cayman Status Holder which will have to assume the responsibility as an active or silent partner who will be the majority shareholder, holding no less than 60% equity and liability in the company, so that the foreign individual or entity will be permitted to do business and will then be able to obtain a Trade & Business Licence to do business within the Cayman Islands.
